  From November 22 to 24, 2023, the city of Almaty hosted an International Scientific and Practical Conference dedicated to the fiftieth anniversary of the establishment of the state institution "Kazselzashchita" on the topic: "Debris Flow Safety – 50 Years of Kazselzashchita's Activity: Status and Perspectives."

  Delegations from the Republic of Azerbaijan, the Republic of Belarus, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan actively participated in the event. In total, more than 70 representatives from scientific organizations and emergency agencies took part in the conference.

  The conference addressed priority issues related to the management of natural disaster risks, including state policies in the CIS countries for ensuring debris flow safety, engineering protection against debris flows (construction of debris-retaining dams and sediment bypass structures), preventive debris protection works, monitoring of debris flow hazards, development of theoretical and scientific-methodical foundations for studying debris flows, forecasting and assessing debris flow risks, modern methods of using ICT, and more.

  The organization of the International Scientific and Practical Conference dedicated to the jubilee of Kazselzashchita was facilitated by the Ministry of Emergency Situations of the Republic of Kazakhstan, "Kazselzashchita" State Institution, and "Institute of Geography and Water Safety" of the Committee on Science of the Ministry of Education and Science of the Republic of Kazakhstan.

 Speaking about the role of science in the overall emergency management system, including debris flow events, we note with satisfaction the longstanding collaboration of the Institute of Water Problems, Hydropower, and Ecology of the National Academy of Sciences of Tajikistan with the "Institute of Geography and Water Safety" of the Committee on Science of the Ministry of Science and Higher Education of the Republic of Kazakhstan, led by the respected academician Medeu Akhmetkal Rakhmetullaevich. This collaboration contributes significantly to the study and development of recommendations in the field of managing hazardous natural phenomena. Cooperation in various scientific areas, including scientific personnel training, continues between us.

 Special recognition is due to the constant attention and support from the Interregional Public Organization "Debris Association," led by its President, the esteemed Sergey Semenovich Chernomorets.

 The participation of specialists from Tajikistan became possible thanks to the support of the UNESCO Cluster Office in Kazakhstan. We express our gratitude and highlight the constant attention to the scientific and academic community from the UNESCO Cluster Office.

 Representatives from the Institute of Water Problems, Hydropower, and Ecology of the National Academy of Sciences of Tajikistan, at this International Conference, presented reports: Head of the "Hydraulic Structures" Laboratory, Fazilov A.R., and Head of the "Climatology, Glaciology, and Modeling of Water Resources" Laboratory, Niyazov J.B. Fazilov A.R. and Niyazov J.B. were awarded the jubilee medal "50 Years of Kazselzashchita."

 On November 24, 2023, field familiarization trips took place, including visits to the main control center of the "Kazselzashchita" State Institution, inspection of the activities of the Almaty branch of the "Kazselzashchita" State Institution of the Ministry of Emergency Situations of the Republic of Kazakhstan, examination of the "Ulken Almaty" debris-retaining dam, inspection of the "Ayusay" debris-retaining dam, inspection of the "Medeu" debris-retaining dam, and examination of avalanche protection structures in the Kishi Almaty River Valley.

 The Institute of Water Problems, Hydropower, and Ecology of the National Academy of Sciences of Tajikistan congratulates the entire staff of the State Institution "Kazselzashchita" of the Ministry of Emergency Situations of the Republic of Kazakhstan on the 50th anniversary of its establishment.
